Detail:
Omni Parcel will intermittently NOT return a manifest document even when the manifest was successful.
As this is an issue with Omni Parcel, we now return a warning instead of an error so the dispatches and shipments can be marked as manifested.

Occasionally some users are created incorrectly E.G in the wrong partner. These users are deleted and created again with the correct details. When adding a user that has a username of a previously deleted user, the TMS will now accept this.
