Free Count to exclude empty licence plates

Detail:
Empty Licence Plates will now be excluded from searches when a user is doing a Free Count. This is similar to the LPN list where empty licence plates do NOT show up. This will now be the same during inventory count. Request for this change came from Seko Netherlands.
